For me it's an old screen grab program. It's called PrintKey 2000 (v5.10) (http://www.pcworld.com/downloads/file/fid,22960-order,1-page,1-c,alldownloads/description.html). It attaches to your 'Print Screen' key. When pushed a window comes up that allows you to do some editing, saving or even sending the grab to your printer! (why call it "Print Screen" if it doesn't print eh?)

There may be newer programs out there but I've not found a more useful version of this tool. I'm pretty sure it's no longer in development either.

Portable Apps (http://portableapps.com/) is so great that it is my PC since I switched to a Mac. It has everything I need and can easily run on any PC with an active USB port.
