The servers that run the Atomic clock have not been update right, when we need to turn back by one hour.

I noticed when my computer updated it's time, I thought at first is was my settings. I am using win 2000 pro on this machine and had to use tzedit last fall to fix my time zone settings.

Just a guess, I don't think the atomic clock keeps track of daylight savings time any more than it keeps track of time zones. My guess is, that computation takes place on your local PC. I bet the local software is just out-of-date.

When I did a manual check of the NIST NTP server it did indeed show 1 Hour off. The main web site displays the proper time by without any corrections the server reads 1 hour slow.

When I did a time sync with my Linux box all was well I am beginning to think this a windows problem. I used atomic timesync to check the time server, normally this gives me correct local time. I tried neutron another time sync program with the same 1 hour difference. The clock at the bottom of this page shows 1 hr off also(same on the Linux box). so long story short I am confused  and may be full of it  saying the time server is wrong.

I think I'm with Masherscf on this...time servers shouldn't give out DST times, actually, they shouldn't give out any localized times, just the base UTC time and let the local machines adjust from there. If their site lists localized, then it's software, but it shouldn't be the time sent out through ntp.

I don't recall when the rest of the world does their DST (for those that do), just that the US gov changed it to the first Sunday in Nov. I'll avoid going into a rant on that.

Edit: OK, so somehow I got into the ntp thing from reading rather than just the atomic clock site the OP pointed out.
