Is there a voice recognition program that would work anywhere. Say like forms and search engines?

Dragon Naturally Speaking (formerly Dragon Dictate) is pretty good. not free but ... cost you about $100.
Accuracy on others is hit and miss - they hate my accent, most being tuned to a generic mid western US accent and inflection, even with training.

Dragon Naturally Speaking is good, but the best is by far the one that comes with Windows Vista, it's just that you'd have to install Vista. But the one that comes with it isn't just slightly better than DNS, it's leaps ahead. After about a 10-15 min training period, (where it learns how you speak AND where you learn how to us it so it's not like a time waster like DNS reading all that text) It was good enough to only miss on harder words. If you haven't tried it yet, it's worth installing RC2 on a partition just to play with it.
