It goes to 3 bars now and then for a minute but 90% of the time it's only at 2 bars. I'm sitting right next to the router also. My laptop picks up the signal with full bars. What could be the issue? It's an old linksys router, but if it works for my laptop it should give my iphone full connection. Thanks.

Could it be because my router is 802.11b and the signal isn't strong enough to produce 3 bars?

I doubt that its because its 802.11b, but my person recommendation is to upgrade to 802.11g, or even go N. I know you might love your old b, but its time to retire it.
The problem could also be that there is another network close to yours that is on the same channel, I would try changing the channel. Try something that is rarely used, like 3 or 9. 1,6 and 11 are the most used channels because they are the furthest from each other, but in a wifi saturated area 3 or 9 might be another good choice, also you could set it to something else if those seem to also not work. If not, then time to go shopping! Hope this helps. One more thing I want to note is make sure your SSID (network name) is not something like, linksys or default or homenet. Make it something unique. If this is already done, then ignore this :)

If you have a PC using the wifi, and if it has a linksys nic in it, you can use the linksys software to see what channels are in use. Then just pick the one furthest away from the ones in use.
