I actually thought of that episode of "The X-files" (the one where visual mediums tell people to kill other people) when I heard how they described that movie; but I don't feel a great idea can't be used again. If we weren't allowed to borrow ideas and re-use them we'd have a lot less movies and probably a lot less good ones.

Also, although I haven't seen The Signal, it sounds just like Stephen King's Cell... the point being here is that the premise doesn't mean as much as the actual content within.
