A few years ago i read a different description of where the expression came from. Same time period that Sarah mentioned, but it had to do with the thatched straw roofs that were used on many homes. Straw is quite warm and the animals would like to go up there and sleep. If it started raining hard enough the straw would come apart and said cats and dogs would fall through into the laps of the surprised occupants.
