Nope, I just heard of this convention but I might go next year, who knows?
that thing is one of the few things i recognize
it's from Hamuminim (pronounced Ha moo mee neem - something like that)
It's a character from a weird cartoon I grew up watching (it's about a bunch of white hippopotamuses, a nervous kangaroo like creature, a short human brat and a human drifter
The hippopotamuses are a family - a dad, mom and boy
there is a friend hippo that has a daughter that is the friend of the boy
there is a scientist that studies plants
there is a cop
there is a magician that rides a flying black panther
and a porcupine like creature that is somewhat bad
and a few other characters

The show can be normal, with tales about what the family and their friends do around the house
but it can get strange when they embark all of a sudden on a journey in a boat to go to some secret place to pick some weird fruits
or take a boat to some different country
And there was an episode that consisted of weird plants that grew around their house and they explored them and played there and animals lived there

Just weird episodes that don't really have a continuation and that everything can happen in them
(like a few people going to stay in a haunted castle or lighthouse - can't remember which - that is next to the sea and there are ghosts that visit there sometimes and a ghost that isn't scary)
And there was an episode where there was a flood and the family somehow find shore in the form of a floating theatre

It's based on books...

for example
http://upload.wikimedia.org/wikipedia/he/5/5d/Moominfamily.jpg
the big blue monster was a thing that advanced towards the hippos and freezed everything behind it

Here you can see those white things:

The opening and closing scenes in youtube from the japanese version are different from the hebrew version

more on them:

There seems that there was an older cartoon series, and a comic strip
I saw the 90s version of the cartoon

I can't remember what those white guys wanted but i think it was a clock...go figure, and I can't remember exactly what they did

Sadly the creator has died
It is the weirdest kid cartoon I ever watched and I grew up watching that :)
It would be great to find a book of hers or the comics but those are rare

A show like that is rare

It reminds me of a rendition of the wizard of oz books that turned into a great children cartoon show, and of a rendition of a peter pan cartoon show
They had great imagination and were drawn great

for anyone that likes the cheaper cartoons like renditions of Beauty and the beast and Frankenstein, that don't have the budget of disney so they need to have a good story
not to say that this are mediocre cartooning, they're great
