The sign says free, but you gotta take into consideration the cost of getting shots and a check-up, not to mention if you're renting you'll probably have to put down a non-refundable $200 pet deposit. Having pets is quite a responsibility, just make sure you're ready before picking this lil' guy up.

This is what I see everyday on the way to work in front of the elementary schools I have to pass. Nice visual to get the kids started in the morning. Poor kitty :(

There are public servants (ie. paid with your taxes) whose job it is to clean up roadkill. Someone was slacking.
Somebody probably got tired of seeing a dead cat at the side of the road and thought "Maybe someone will pick it up if I put a 'free' sign on it'". Plus, they probably thought it was funny and outrageous enough to get someone to do something.
It's like when people write "Wash Me" on your dirty car. Although that never really worked on me...
