....besides Notepad and Dreamweaver, what are some other key programs? I'm looking for something preferrably with FTP access and great CSS and HTML support. Thanks in advance. :D

What kind of building do you want to focus on? Regular programming or WYSIWYG?
If you want a WYSIWYG editor then as you said Dreamweaver would be one on the top of my lists.
But if you just want to do coding then here's my list.
Note: these should have ftp and database access.
PHP:
Zend Studio <-For large projects.
PHP Designer 2007 <-For quick projects/edits.
HTML/CSS:
tsWebEditor <-The all around editor I use.

If you want a WYSIWYG editor then as you said Dreamweaver would be one on the top of my lists.

The only WYSIWYG editor I have mainly used was frontpage and that was the last. I jumped over to manual coding for webpages/scripts right away because it gave more control of page elements.

I personally enjoy Macromedia Homesite. It's a text based editor. I know there are other "better" programs out there, but I've been using Homesite for going on 10 years now, and it still meets my needs.
