Elevated antennas can help, but watch out for reflections http://www.premierwirelessinc.com/downloads/Antenna.pdf (last page)
I don't know what the FCC has to say either on 2.4GHz antennas, but for other kinds you need to register "structures".

A friend had issues with zoning ordinances when he tried putting up his ham radio antenna. 8m is 26+ feet. If you are in the US you may have issues with your city or town, if outside, then you still might have an issue.
I hope you have some type of grounding in case of lightning.
This antenna isnt permanent i made it so that it unscrews into 1 meter lengths so i can fit it in my garage i also made a base for it that screws together
One other thing i live in the suburbs in australia so there is no interferece from tall towers
