Okay a few questions.
1. Why is it not canonical?
2. Why isn't it an animated version of Season 8?
3. Why if it is a reboot of of the first season, is it acted as bad as the first season?
Although I have to say, "'The harder they' what?" made me laugh out loud.

First off, it's an old thing. Read about it here. (http://en.wikipedia.org/wiki/Buffy_the_Animated_Series)
Secondly, the idea was not to continue the series but to do a series aimed at a new audience, probably a younger one. In the wiki article, Joss is puzzled why they had no takers. The word at the time was that the Buffy rights were already divided up. So at the time it's a combination of networks thinking the content would be a problem for younger audiences and the studios thinking they wouldn't get enough of a cut of merchandising to make it worthwhile. Both are arguable.
But network fees don't cover the cost of doing an animated series. Money has to come from other areas.

The acting/script is a bit wooden, but I would totally watch this, even if I had to dust of Nickelodeon.
'The harder they.. what?" certainly was funny line.
Never considered that they could do an animated season 8. How can we make them do that? Dan, you must know people, make them do that.
Nope. Not me. But I think Eric Radomski was in charge. He's sort of the forgotten man in the Batman animated mythos. He produced the first season with Bruce Timm.

Hate hate hate welcome to the hater players club is what I see here.
But seriously the show was supposed to take place as a retcon to the previous season pre-dawn. When they introduced dawn they retroactively changed the entire history of the buffyverse and this was Joss Weadon's way of both filling in that retooled history as well as allowing him to have a new and also filling in the fact as a director I would think with the way Joss is so into control he could have the ultimate medium for telling his stories.
I for one would have watched this and I thought for a quick undeveloped promo this had the same level of voice acting as episode 1 and 2 of avatar the last airbender. Also the voice actress they had to do buffy was not Sarah Michelle Gellar but Giselle Loren who I think is a pegged match of Ms. Gellar's voice.
Ehhh but what ever.
