How do I Make a MS-DOS flash drive?

Hello everyone, How do I make ms-dos bootable flash drive under Windows Vista? I'm asking because there is a xbox 360 hard drive mod I'm thinking of doing. Just want make sure I know how to do it, you know? Any help would be greatly appreciated.
