Yea you should be able too, there will be stuff in there that references the first series but it shouldn't hamper you from understanding whats going on.

Kieron Gillen answers that question on iFanboy.com (http://www.ifanboy.com/content/articles/Don_t_Miss__PHONOGRAM__THE_SINGLES_CLUB__1), but I shouldn't have to tell you that because I know you check it multiple times a day... ;)

I believe the good gentleman means I answered that question in the comments thread in the review.
In short: Yes, you should be able to read THE SINGLES CLUB and get it. As much as anyone ever gets Phonogram, anyway.
In less short: We kind of thing as arcs of Phonogram as albums. So in the same way you can pick up any album of a band and get into it*, you can pick up any Phonogram arc. Anything you absolutely need to know is re-introduced in each arc. With this one especially, the vast majority of the cast are new.
In fact, with the Singles Club we kinda go further. Not only can you pick up the whole series by itself, you can pick up any issue by itself. While all the 7 stories tie together, each one is also its own entity.
(And there's another couple of back-up stories every issues which are also their own-stand alone entities, if set in the same world)
Plus essays and stuff.
We've really worked far too hard on the Singles, because we are terribly over-excitable when we get to do this comic thing.

*In fact, even to the point where people dig one album and not another one. I expect to see some people who were turned off RUE BRITANNIA get into this, if they try it. But I equally think some people who like RUE will shrug on this. I expect (and hope) the latter to be less - I think this is stronger work, all around. And Jamie's insanely good.
