Google Reader + Gears?
I'm not really recommending that. Google Gears hasn't been the most stable thing, in my experience. But it does give you all the benefits of Google Reader (my fav) plus some reasonable offline ability.

can google gears work in a portable usb version of chrome or firefox??

I'm gonna go out on a limb and say no, but I'm not sure.
If portable is what you need, the Portable Sage RSS extension for Portable Firefox might work offline. I can't tell without installing it.

Portable Thunderbird can also be used as an RSS aggregator.
