I use these shortcuts (CMD-SHIFT-A/U) all the time, and I just had a minor correction. You don't have to have a finder window open, but Finder must have focus. You can click on the desktop or dock, then use a keyboard shortcut and it will open a finder window to the location. If you have multiple Finder windows open, it uses the last one that had (or has) focus.
