Past App Pick of the Week

I saw an app a while back for customizing every aspect of windows vista and xp and fixing registry problems and such is wasn't extremely long ago but i cannot seem to find it and i would appreciate if anyone could like me to it or just help me find the name of this program. Thx in advance

I can't recall if they were Download of the Week, but VistaTweaker and WinBubble are both half decent tweakers.
