Is there a cheap and easy way to duplicate the effect on those E*trade commercials where a little baby is talking when it is obvious that the baby is too young say much what he is saying?

Never done it myself but I guess you could do it in After Effects.
First track the mouth then I would freeze a frame when you see the whole mouth. Link the track motion to null and that null to the new mouth. Then use the Puppet Tool to create the movement of the mouth.
It wouldn't look as good, I guess, but it would probably get the work done fairly fast.
