Your post was vague! Don't assume everyone knows what your talking about, there are different tools for different jobs. Seeing as you are so vague, I think Windows Movie Maker will do you well, it's free if you have Windows!

Guessing you are brand new to any type of editing so the basic like Windows Movie Maker or iMovie would do the job for now.
But down the line you can look into After Effects, Final Cut Pro, Vegas, soundbooth and whatever....

Pretty good list of programs, features, prices.

I used to use Windows Movie Maker but I found it crashed alot, especially when doing projects longer than 10 minutes.
It could have been all the unofficial plugins I had installed but even when I uninstalled all of them it still crashed a lot.
Premier Elements 2.0 is what I use and I love it (you probably hear me say that alot), the latter version of Premier Elements cost more and our less powerful and flexible.
As for effects check out fxhome (http://fxhome.com/), I've only used free trails but they seem to be pretty good.
Most editing software should have a 30 day trail so you can test it out.
P.S. Someone needs to sticky one of these topics because it seems to come up alot.

Haven't tried it yet. But it's free so it's hard to argue with that.
This is a collection of free audio/video tools including the linux ubuntu os.
Post in here what you think of it if you try it.

Ubuntu Studio was something I was looking at for a bit. Eventually I will get a spare computer to play with it. Hopefully in the near future.
Here is something I was looking at because I was in need of a capture device for doing stop motion animation.

Basically Pinnacle Studio Ultimate + capture device + a green sheet for doing some green screen stuff (no that that is hard to come by)

Or you can just download Wubi Installer (http://www.wubi-installer.org) and switch between Windows and Ubuntu at any time.

Neat! But wouldn't booting Ubuntu on top of windows create a major performance hit? Especially when working with digital media?

I thought this was one of those projects to load linux ontop of windows not setup a dual boot from within windows.
All the more awesome.
