I'm new to using After Effects and I wanna do like a rewind effect in my videos, is there a plugin or anything that would allow to do this easily? Or how would I do it in the program already. Thanks for the help.

There are a lot of 'time' tools in ae (and you can do a google search for tuts), but if all you want is to do a simple rewind effect, you probably should be doing this in an editing program instead of a compositing program.

Could you tell me the difference between a editing program and a compositing program? I is a noob lol

You use editing software (premiere, final cut, moviemaker, imovie) to cut your footage together to play as a movie.
You use compositing software (after effects, shake, combustion) to take a shot like a guy on a green screen, extract him and put him on top of a matte background like a photograph of a miniature space station shot to look much larger, and add explosions and other particles. You are compositing a shot that will be edited into your project with editing software.
Honestly, if I were you I would stay away from after effects all together until I've gotten a strong handle on an editing tool, especially because you can do basic compositing in premiere and final cut.

If you wanted to do something wild, you could try out Twitch by videocopilot which has some automation tools for noise- including time jumping.
If you want control, just unfold the Time Remap property and reverse the keyframes to invert the play mode
:)
