So just to start off, im not that informed on hdtv's or connectiong computers to them though i love them both lol. I have no budget and i was looking for some info on standard things that most ppl prob know.

Setup info>
Comp - HP Pavilion a6213w - http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01080282&lc=en&dlc=en&cc=th&product=3552348&lang=en
Tv - Westinghouse 32in - http://www.pcworld.com/reviews/product/29585/tests/ltv32w6.html
Built in video and a VGA to VGA connection.
Res 1360 x768
Used for Gaming, Streaming, Movies, Web.
In living room but I decorated the room to look like an older Movie theater feel, with heavy black curtains with maroon sheers over windows, lower half of walls painted black and upper half with Maroon berber style carpet and old brass colored trim. floor carpet color is maroon as well. (I know you didnt really need the whole overview of my room and saying that it was in a dark room would have worked but i couldnt resist lol.) Needless to say it is a very dark room when it needs to be.

My questions are:
What is the quality of video i am getting?
Is 1350x768 better then/equal to 1080?
Is the definition of HD basically what computers have been doing all along?

Is the VGA connection good quality?
What is a better quality connector? (obviously i would be incline to think DVI or HDMI)

With so many new cards out with DVI/HDMI connectors and the tags of "HD Video", Does that actually mean anything when watching content steaming on-line or in xvid/x264 formats? Is my built in video doing a fine job as it is?

When it comes to video play back on a computer what are the best/truer encoding of HD quality?

Given that i have zero budget and have never used anything to "tweak" the picture beyond using the tv Options> picture setting> comp temp> and setting it to neutral with was the most pleasing to my eye, do you have any advise on how i may be able to improve my setup display with any freeware items or such?

Thanks for your enlightenment,
Will

1) 1350x768 is less than 1080p (which is 1920x1080).
2) pretty much (wouldn't say all along)... a standard 17" 1280x1024 monitor can show the full rez of 720p video.
3) VGA is ok. It's really too bad that your TV only has one digital input (HDMI) and doesn't either have a 2nd HDMI or a DVI input. Those would be better.
4) with that size of TV and the quality Westinghouse makes anyway I doubt the jump in quality would be that great between VGA>HDMI/DVI.
