I just recently bought a new HD TV & Blu Ray player.

When I watch a movie ether BD or DVD the audio is very loud in some spots Example ( action sceens) and very low in other spots Example (character dialog) the BD player was hooked up with RCA cables for a ffew weeks, I called the place where I bought the the TV and BD Player they said if I buy an HDMI cable the audio would inprove, so I did. The HDMI cable works good the TV annd BD player talk to each other perfectly but I still have the audio issue

I have always had a problem hearing dialogue in movies. I recently purchased a Yamaha HTR6140 amp to go with my new Panasonic plasma. Among its playback modes, one of them suppresses the dynamic range and boosts dialogue. If you have an amp it may have a mode recommended for night viewing, if so give it a try.

The TV Speakers

am I going to need a receiver to fix this problem, I plan to get one in the future but the TV and BD player cost a mint so it will be a while before I get one.

Audio works fine when watching TV channels

TV speakers are generally rubbish.

The most probable cause will be the bluray player not mixing the 5.1 audio into two channel well/at all. Check the settings on the bluray player and see if you can set it to stereo.

Your "audio issue" isn't an issue, it's a feature= dynamic range.
dynamic range is the difference between the softest sound (a whisper let's say) and the loudest sound (an explosion) in any audio stream... music, tv broadcast, dvd, bluray.
In tv broadcasts the dynamic range is compressed, meaning whispers are louder than real life, explosion are not nearly as loud as in real life.
In music, vinyl or cassettes specifically, the dynamic range was compressed so that the soft sounds weren't overwhelmed by the inherent tape hiss of the master recording.
CD's done in a digital domain dont have tape hiss, so the dynamic range is less compressed.
DVD's come next, and while they contain a compressed lossy soundtrack, the dynamic range is much greater than on a tv broadcast. HD audio has very little dynamic range compression, so what you describe " BD or DVD the audio is very loud in some spots Example ( action sceens) and very low in other spots Example (character dialog)" is actually a feature of HD audio.
Thus, if you turn it up loud enough to hear the whispers just before the explosion, your ears are likely to start bleeding. But that is the idea.
Newer Audio Video Receivers have a setting for reducing the dynamic range so that whispers are a bit louder, and explosions are a lot quieter.
