I am wondering, if you get a better monitor screen(tnn) with a slower refresh rate or a average monitor(tn) with a fast refresh rate, which is better, can I tell the difference between the tnn and the tn to look at itas far as pictutre quality is concerned

How much lower is lower? 60 frames a second is fine (as long as it's not a CRT).

I was talking about a LCD, say the difference from a 7 ms to a 2 ms

You mean the pixel reaction/response time (the time it takes the pixel to change colour after been told what colour to be). The higher the number, the more motion blur will be caused by the screen. This is different to the refresh rate.

According to my monitors specification it's screen has a 6ms response time. I can't really see any motion blur.

I'm seriously looking at a ViewSonic VX2240w which they claim is super hd @1680x1050, which is more than 720p, and I can get it cheap, just over 150 bucks

That's the resolution of most 22" monitors. It's hardly super HD, 2560 x 1600 is the resolution of most 30" monitors which is 520 pixels taller than 1080p, if any thing is going to be 'super HD' that is.

That's not to say that it's a bad monitor, it's just marketing taking a product and slapping as many 'features' on it as possible..
