After i rip my dvd with handbrake, what is the best program to shrink it and put it in a dvd.

Handbrake rips and converts. If you're just going to burn it to another DVD, get DVDFab for ripping and use DVDShrink to shrink it down, if necessary, and then burn it.

You could just buy dual layer discs. ;)
