Hey folks, I've got a newb question.
I've got limited experience in Final Cut Pro cutting and applying basic effects, mainly for very basic political and biz spots, but am trying to learn more on my own time. One of the methods that seems to be popping up more and more is the use of what look like different layers to define the scene and create depth within what's actually a static image or text sequence.
Here's one I came across today (be forewarned, it's political and I'm not holding up the policies behind the spot - even though it is clever - but really just looking at the technique, which is pretty basic, but it's fun to see even political spots getting more creative these days)

Anyone want to lend some basic wisdom or links for how this is done?
