This is a recent development, when I turn my PC on the fan fails to slow to normal after windows loads up. It doesn't happen always but can't figure out whats causing it.

Check your bios settings for the fan. They shouldn't change, but it's possible.
Also dust your case out. Dust or a broken case fan may have increased the heat level in the case, causing the other fans to need to work harder.
You could install a temperature/fan monitor program like speedfan to see how hot your case is and how fast the fans are going.

Sure its the fan and not the HDD?
Unless the fan is on a temp sensor, it will not vary its speed.

Pretty sure its the fan, its always since I got the PC went on high during boot and then returned to normal once windows loaded up. I think its dust, have to get some air and blow it out.

i take it this is your powerbook? if so i used to do warranty for on them. sometimes the temp monitor/fan control on the system board will go bad and the fan can go nuts. but first dust it out.
also check for BIOS updates, or what ever apple calls them. i forget.
opps missed the windows part. so this is not your PB.
Check bios updates. if thats not it. clear CMOS.
