Is dual booting when you hold down the F8 key and choose what OS to run?
I was thinking about running Ubonto Linux as one partition and Windows on the other. My mom wouldn't allow me to run Ubunto full time. Anyway can I do this?

It can be - if you choose to edit Windows boot.ini to boot up.
If you install Ubuntu, then you can choose to install grub and it will ask you what OS you want to install when you turn the computer on.

Most of the time when you dual boot your computer starts up as normal. Right after that "Dell" screen, (or whatever it says, depending on your computer) you get a list. It will usually have 3-6 options. The list will usually have at least 3 which include, a memtest, the linux distro, and windows. The extra's on the list may be, a safe mode of the linux distro and one with an older kernal. Most of the time all you'll use is the linux distro and windows.
There will also be a timer. Maybe 10-30 seconds. If you don't press anything it will boot into the default OS (you pick which one). Keep in mind that you can customize just about anything on the "list" to your liking.

You need a Bootloader (http://en.wikipedia.org/wiki/Bootloader).
Installing Ubuntu will guide you through partitioning your drive for dual booting, and installing a bootloader.
