I looked at the settings for the the wallpaper and when i entered them in Ps it came out vertical are the height and with measurements backwards because if i enter them like that they make more sense?

yep, its supposed to be 1080 height and 1920 width

If you have Photoshop CS2 or above there is an HDV preset that has the exact dementions built in for you. Just go to File>New and look down the list of presets. There should be one that is HDV 1920 X 1080.
