The AppleTV is $299 vs $599 for the cheapest version of the Mac Mini.
The AppleTV is over all decidedly a lower end machine, though.
From a quick search:
AppleTV:
1GHz Pentium M based
256 MB DDR2 RAM
GeForce Go 7400 based, 64MB
40 GB harddrive
Mac Mini:
1.66GHz Core Duo
512 MB DDR2 RAM
Intel GMA 950, 64MB shared
60 GB harddrive
So, it does have a better graphics card... Other than that, it's not that great.
You'll really have to put some more RAM in there, for it to be of much use as a general purpose machine. Assuming that it's even upgradable..?

I've been dying to finally get a Mac. I had to purchase a laptop in college and the course required a Windows computer, now I cant wait till this thing dies. Is the AppleTV a real possibility as a replacement for my laptop. (Gateway 600YGR - 2.4GHz Pentium 4M, 512MB, 64Mb dedicated vid)
I usually use my computer to browse the internet, write documents, watch movies (online and DVD), and listen to music, but also play around with Adobe Photoshop and InDesign.
Would I be much happier if I just sprung for a mini or refurb iMac? At $229 the ATV is quite alluring.

I would highly recommend springing for the mac mini. Between needing adapters for the video and a usb hub just to run a keyboard and a mouse, the appleTV is sort of impractical. Also keep in mind the appleTV only has a 1 GHZ single core processor, and even that core isn't quite as functional as a core in a core2 mac. I use it to run rtorrent and such as background daemons on my appleTV, and it works fine for that, but trying to run interactive apps can be rough considering the slow CPU and small amount of RAM.
