Finder not opening

My friend is having a problem with his ibook g4 running OSX tiger. What is happening is that finder is not starting when he turns the computer on and none of his icons show up on the desktop and no finer windows can be opened. Spotlight and the time still shows in the toolbar at the top but none of the stuff to the left of that shows up unless hes in another application. Ive tried running terminal and manually opening finder.app and it does nothing.
Any suggestions?
