By looking at the picture frame, I can assume that the said effect is achieved by simply modifying the old "hypnodisk (http://www.mindovermatter.co.za/images/hypnodisk.gif)" principle by using a duplicated and strategically conjoined picture in place of the traditional black and white swirls.
The direction of the swirling was also changed from clockwise to anti-clockwise, to make the viewer feel he is going into the picture as opposed to the picture coming out at him.
So now that you know the principle behind it, you can probably tinker around in Photoshop and Flash (the programs used) to try and mimic the effect as best as you can.
I'm truly sorry that I can't give you step by step instructions, but I hope my explanation of the art concept helps.
