The guy doing the ad before the show starts, he did voices for TechTV before, didn't he?

Yes, that's correct. It's Jim Cutler (in the credits). He also does the voice for the TWiT sounder at the beginning of all their podcasts.

I love Jim's work, I hope they have him do more for Revision3 in the future! His voice makes Rev3 remind me even more of TechTV, which is always a good thing :)

It sure sounds like him. Rev3, more and more like TechTV every day and that's a good thing. :)
