From the newsarama article:

Tartakovsky: I have always wanted to do Captain America fighting Nazis. I have always been interested in war history, and to put Cap into the trenches was always fascinating for me.

More here (the article is about his upcoming CAGE project):

I am so completely into this - and for the first time in a long time, I am totally drooling at the possibility that this might maybe happen. In my eyes, this man can do no wrong when it comes to cartooning. Samurai Jack is simply fantastic. Clone Wars was far superior to it's live action brethren. I absolutely love WWII Cap.

THoughts?

It could really work. Tartakosky has proved time and time again that he knows how to squeeze breathtaking action-cartoons out of even small budgets. He a great storyteller and sourrounds himself with talented people. I'm looking forward to seeing where it'll go!

I'd love it, but would he do it for Marvel money after he's been used to getting Lucas money? Let's hope so.

So so stoked about this.

Surprisingly enough, this is going to get some of my non comic reading friends into a shop. Genny is a favorite in my social circle.

My thoughts exactly, Luthor.

It never occured to me for this guy to animate Marvel stuff. I don't care if he does Cap or Power Pack! Gendy is exactly what Marvel needs to bring their animation offerings up to snuff!

Everyone realizes he's not actually animating anything, right? He's doing a Luke Cage comic.

From the article:

He’s already revered in fan circles for his work in animation. Consider Dexter’s Laboratory, Samurai Jack, and Star Wars: Clone Wars, which also led him to multiple Emmy nominations and three wins. He was recently made creative president of The Orphanage, an animation collection that features many Lucasfilm vets; their debut feature is said to be The Power of the Dark Crystal, scheduled for 2008.

Even with all that, Genndy Tartakovsky still has things to do. Like comics. That’s why he’s coming to Marvel Comics and opening CAGE!, a new four-issue mini-series that puts Luke Cage at the center of ’70s-style butt-kicking action first teased a few weeks back in Newsarama's New Joe Fridays.

I just like his art/character design.
