Default How are video game roms made?

How make roms of video games? For example, how does a person get the game data to transfer from a Nintendo or Super Nintendo cartridge to a computer? Where could a person get the hardware required ( I assume you need some type of hardware...) to do that?

These little video games elves use their magic to transfer the programming off the cartridges.

There must be old developer kits or home made stuff that allows you to get the programming. I doubt anything is available commercially. In any case, it's probably easier just to find the ROMs themselves.
