Some kind of daft computing error

Hello, y'all

When registering, I just found a major bug. And, something would have to be severely wrong with the php.ini, forum software or server to create this bug.

Because, if I'm born on December 26th, 1995, am I 13 years old? Correct, I am. So why does the forum software try to tell me I was only 12 years old and to young to pass the COPPA, forcing me to enter 1994 as my birth year in order to bypass this bug?

I mean, it's not a huge deal, just I'd rather enter my real date of birth instead of having to lie in order to be active here. And I can't even find a good explanation for it. The only things plausible would be a drastic lag in the reception of the date from whatever timeserver is being used, a bug that occured in that timeserver or a malfunction of the php-date() script.
