Decided to be a Film major a few years ago and now I can actually get some equipment for making videos. I'm going to Full Sail in less than 2 years and I want to go ahead and get use to the equipment. I want to get a good video camera but I don't know which to get; a DSLR or a camcorder. I have up to 650, and I know I want to get a shotgun mic. What would yall recommend? I want to shoot music video type stuff and possible short films and add special effects too.

Save your money.
Buy something used - find a pawn shop and get a portable camcorder ... something with a port for a mic. The equipment is much less important than the technique and editing. In two years time when you go to Full Sail (or somewhere else, because lets face it, a lot can change in two years), you'll a) have access to their gear, and b) anything you buy today will be either outdated.
