Penn in Public

I saw Penn the other night. Stopped and stared for like a good 5 seconds. Then moved on. Thought about going up and saying how much I loved his work and if I could get a picture but then decided he was doing his own thing or what not. Was wondering what everyone's opinion on bothering public figures is. I frankly don't usually ever do it because it's like there time off, but some maybe like it.
