The machine I edit video on right now is a dual core e8400, 3.95 GHz (obviously overclocked), 6MB of cache, 8GB of ram, and a nVidia 9800 GT graphics card. And its not as fast as I'd like for editing. If you left off hard drives, monitors, OS, and software, you maybe could duplicate it for your $500 or so if you caught stuff on sale...but not in an off the shelf machine. Also, I don't know where you live, but have you looked at the HP offerings at Walmart? They're not gonna be hotrods, but they are within your budget. |

If that's your budget and you can't go higher, I'd say that would work.
If you're going to edit video, spring for the 4GB of ram. And get the 64-bit Windows 7. |

32-bit Windows is limited to 3.somethingGB (it varies a tiny bit with each system) of memory. Even if you stuff in 8GB, its only going to use and see that 3.somethingGB. If you're buying a new system, and since you're trying to stay on a budget, you might as well give yourself some future upgrade room on the machine when you have more money to buy more ram.
