NC introduced a state lottery as a way to increase funding for education in the state. It hasn't been as successful as it was projected, but it did mean that taxes were not raised.
Casinos have the potential to bring in big $$$ for a state. Allowing slots is the first step to getting gaming legislation on the books to allow that to happen. In Australia, registered hotels/clubs can have slots - its big business in some places.

Gambling has traditionally been like pro sports. It usually causes as many problems as it solves and the revenue is about even.

One arm-bandits used to be pretty popular.
Now you only find them in Dawson_City, Yukon. Personally, I think wide-spread gambling is a really, really, bad idea. Unless it's on a riverboat: I think the lights of Atlantic City or Las Vegas is cool but the way I see it, decades usually have to go by before gambling comes out of the dark, dirty alleyways into something akin to actual entertainment. Besides, if you want to play slots, just download it for free and play it at home. I think they should be legal, but anyone dumb enough to think they'll actually win should be banned from voting and reproducing.
