If the security software on the computer doesn't prevent it, you can run apps from a flash drive. In many cases you can just copy the application onto the hard drive and run it. Also see http://portableapps.com for many applications specifically designed to run on flash drives.

If the machine is Vista or Win7, you still won't be able to run apps that require administrator privs, but most portable apps don't need them.

What kind of program do you want to run? If you got it from your school, there might be some security limitations on it. It's much better to run a separate OS from a hard drive.

You could also try a linux live cd and have all kinds of programs at your fingertips.

Perhaps you can inquire about adding "Sandbox" software... from my layman's terms understanding... a sandbox allows running appz in a virtual, or segregated instance, to keep from affecting the core system
