Just open the registry editor (WIN+R, regedit, enter) and browse to H_Key_Local_Machine, Software, Microsoft, Windows, CurrentVersion, Authentication, LogonUI, and Background. Double click OEMBackground and change the value to 1.
Now open your System32 folder (Usually in C:\Windows) and browse to oobe, and then info. Create a new folder called "backgrounds".
In there put a jpeg of your choosing and rename it to backgroundDefault.jpg. This file must be under 256 KB. You might want to use an image editor to ensure the picture is either the same resolution of your monitor or the same aspect ratio since it will be stretched to fill the screen.
Alternatively you can simply download Luike Payne's Logon Screen Rotator which does all the work for you. Feed it a folder full of images and it will display a different one each time you logon.
