Create an anime billboard made of tiny lights.

Create character illustrations
We begin with the paths drawn to make the anime characters. You can draw these in Adobe Illustrator and import the paths into Photoshop. Add a thin stroke to the character paths, and you will see a nice outline. The method used to fill the art with color resembles an old art form called "reverse painting on glass", where the color is painted behind the outline that is on a layer of glass. In Photoshop, the colors will exist in layers underneath the outline. Each element (such as the hair, eyes, and clothes) are organized in a separate layer set, with each layer labeled properly.
Create tiny light bulbs
The billboard that this artwork will reside in is made up of tiny light bulbs. To create this effect, first merge visible layers (and keep original layers) to make a flat composite of the art. In a new layer, create a small circle marquee and fill with black. With some selection padding on the top and right of the dot, create a pattern (Edit > Create Pattern) and name it "Bulbs". Throw away the layer with the circle, as it's no longer needed. Create a new layer behind the art composite and name it "back of scene". With a rectangular selection, fill with black. In a new layer, with the same rectangular selection, fill with the bulb pattern. This pattern will become a mask for the artwork. Now, the anime character is encased within the dots. Adding some layer effects to the mask will create a more realistic bulb effect. Bert uses a small bevel & emboss and background shadow (yellow). Increase the saturation of the artwork to create more impact.

And just -- go down and it's that he is the actual art. Now we're looking at is a 33 per cent but they -- of it coming real close you'll see that there is. All of these little tubes that make up the characters. And is the job. The marquee would -- dirt on it and stuff and all of this detail. That is we're gonna cover today how this was treated. Now. Like everything else it's all done entirely in Photoshop. I did have some research. I. But that a bunch of my original shots could have done. Five different studies of conscripted to get this thing right and one of these scenes had this these -- characters not quite d.s but. Some second kind of figure out what the characters where I -- sure they worth idea. Coleman for our -- it's sent about. Our little characters encased inside all those little dots. Now you can go in and get those little dots a little element boss if you would. Just a little tiny one that's going there was a one. I it's it's real time he gets increased that highlight strength really doesn't it and really nice that highlights along the edges there and his background. They shadow mode that's going there and that's -- got to a yellow. -- those little yellow and -- have changed this to screen so we can now see the little yellow click okay now we get a real close we see that out little -- have this nice little. Color to them see little highlights and stuff. Pullback on -- descent who feel all the time evolve and we feed out of character is out encased inside. All of that the scene given that that book that he is made up of these mean little bolts. Now of the dark is up to much that can -- lighten the background here. Like that background we can now. Turn on the right internal that backgrounds the united very light because we have white coming through you do what I do is I. Lighten this -- up a little bit and you can go and also saturate him a little more to go into southern acute saturation. Pump up the saturation so it gets really strong and it starts to look more like the kind of view that you see on those video screens but like that -- okay I have this nice bright looking character right there. Held together by a little tiny bulbs in the overall scene. And then if it shrunk down though I found them down before putting the -- bulls have created and I shrunk the -- that fit into the area that I want them. And they were still individual layers so it made it really easy to go in there and and manipulate them so here -- and these guys often defeated original characters. So you're the one here's hero to."

Ive always been a fan of anime, however, i never noticed the stroking and how to actually pull that look off. Very helpful video indeed. Bert also does a cheap effect at the beggining, how about some teleportation, or an energy blast, your the graphics artist after all... i can already see it.
