We've used the cell phone amplifiers made by Wilson Electronics to compensate for poor signal strength in San Francisco office buildings and the sparser populated parts of rural Nevada. Proposed FCC regulation changes might block the sales of such devices, except where approved by cell carriers. Wilson Electronics says they'd love to work with big cell phone networks.
